Do I have a bad amp??

i bought a rockford p3002: 300watt 2 channel amp for my comps for $50 on ebay a few weeks ago. i installed my stuff this weekend and when i used my dmm to adjust the gain i couldn't get it to get an accurate reading. the highest it could go to was 5.4v. it's on high pass and i used a 0db 1000hz tone and came up bad. it's not my meter cause i used it on my sub amp and it worked like it's supposed to. the meter is on ac voltage.

i hooked up the amp to my cdt's and adjusted everything by ear. after a while the tweeters turn off so i turned the gain down a little bit more. the tweeters don't cut off anymore but the comps aren't as loud as i was hoping. my coaxials seemed louder when i had them. do i have a bad amp?
