difference between PG bass cube/epicenter

No.

What the epicenter does is add bass to the signal that it thinks should be there. It samples midbass notes and decides whether or not they comprise the remains of a lower fundamental bass note. If the midbass notes do, it restores the fundamental note to its full intensity an octave lower.

So, basically, what it does is "search" the midbass of the music for what could be harmonics of subbass frequencies. If it finds what it thinks is the harmonics of a subbass frequency, then it will add the fundamental frequency to the music.

It doesn't "even out all sounds", it adds bass to the music that it thinks should be there.
