can i put it on my decklid where the weather stripping meets up against the decklid and have no problems with it sealing or closing?

I'm not exactly sure what you are describing, but most weather stripping flattens and spreads out when compressed. Id want to stay far enough away to be sure the deadener doesn't interfere with the seal.

I'm asking if i should put the sounddeadener on my deck lid where the weather stripping meets up to the trunk. or should i leave it bare steel?
