I can just imagine russian aircraft just raining these down on some poor POS country like Latvia or some shit, there wouldnt be much left BUT to bulldoze the country.

Russia is a major producer and exporter of oil. They are banking well on the profits and looking to regain the power they had on the world stage. The current demonstrations of military power are one way of doing that. Vladimir knows what he's doing, especially given that the main challenger to his military is otherwise occupied.
