Except Congress has the power to authorize using the force of war. It's called AUMF.
And Congress did not recently authorize our military to kill civilians who have not attacked us or our forces.

I assume that if another country does something similar to our citizens, we'll have no problem with it?
Perhaps a hiker that crosses a border into the wrong country, adn that country decides they are a spy and kills them.

BTW - Look up the AUMF. Congress approves, not POTUS. And...you think we haven't been at war with anyone since 1942? Have you not been in our galaxy for the past 50 years or so?
