I am beginning to think that you hear or read something and then just respond with sarcasm.

As of March 7th, they were unable to present any proof of all the fraud they claim is happening, other than the "receipts" that Leavitt was all giddy about, as if she actually had a clue about any of it.

Denial of proof doesn't mean they are unable and not giving proof does not mean they are unable.

Talk is cheap. Where's the proof?
So far, the only fraud committed was Trump stealing money back from the state of New York. It was theft, and it was a violation of the COTUS and the Impoundments Act of 1974.

Unless you are suggesting they somehow gave out MORE money that was authorized, your statement indicates a shortfall.
The shortfall being the "fraud" that has been claimed without an investigation.

Let me set this box aside for you because it seems like you are trapped in it. It is highly possible they have the information to state there is fraud.
