If getting help from America is what caused Hitler to become the boogeyman then Stalin should have been a bigger boogeyman considering he got much more help in terms of the land lease program from the USA. In terms of eugenics and Stalin:

-Promoting a "New Soviet Man": Stalin sought to create a "New Soviet Man," idealized as a loyal, hardworking, and ideologically committed citizen. Involved strict regulation of people's behavior and the elimination of those deemed not fit for the collective society.
-Medical Policies: there was a marked focus on idealizing certain "types" of health or behavior that aligned with state goals.
-Sterilization and Forced Medical Procedures: Many individuals were subjected to medical procedures, including forced sterilization and other procedures.
Now, as far as U.S. companies dealing with Stalin, that happened too. Ford supplied them with vehicles, GE with electrical equipment, and Standard Oil with oil extraction equipment, which undoubtedly were used in the oppression of people. Also let's keep in mind Stalin came into power in the 1920s way before Hitler.

If the government, the elite, or whatever group you want is developing some super-advanced AI, in this case to manage enslaved humans, what logical reason would any group have to use the resources of such an advanced AI to keep such an inefficient being as a human alive, instead of using the resources of such an advanced AI to manage machinery that would be far more efficient than any human?
