I think you have it backwards, in this case the executive was overriding Congress. However, in the budgeting process, the executive submits a proposed budget. TrumpCo can slash away there and we'll see how hard Congressional Dems are willing to fight and spin to keep spending as high as possible. IMHO, that's where the rubber meets the road and my guess is the Dems will fight tooth and nail for every dime of spending. We'll see how that drama plays out with the voters; does the majority want fiscal responsibility or will we continue to screw future generations of Americans with insane debt and spending obligations while not investing in infrastructure or doing anything to create jobs.
