We don't have to go too far back to say everybody has a claim over somebody else and simultaneously everybody has a claim of independence.

Russia has numerous concerns. IMHO, paramount of those concerns is what has happened to other former eastern bloc countries that joined the EU/westernized. Look at the map an look at GDP/Capitia charts and those countries are doing great. Due to the fact that many Ukrainians and Russians have families and friends in either country, I think the last thing Putin/Russia wants is Ukraine to go down that road and experience great economic results and relay that information to their Russian friends and family.
