So you refuse to PROVE he is encouraging people to attack law enforcement.

Pardoning criminals who have been proved guilty without a doubt, simply becasue they lick your ***, is encouraging criminal behavior.
When someone knows they will not get punished, and maybe even get rewarded, it encourages people to commit crime. ESPECIALLY criminals.

Commit crime, get rewarded. A reward for an action encourages others to commit the same action.
