The filters are for the tv channels, yes.I actually had $60 in my pocket I was going to give the guy but saw the filter and thought it was something he was going to install in my basement but he realized it was outside under the above mentioned warning.
I downgraded internet too to 1mb/down 512k/up and I could not really tell the difference until I started up my torrent downloads for the night. I am guessing these filters are set to just block certain channels and speeds above my 1mb/512k
Yeah it depends on the provider who originally set up the lines as well as the kind of dwelling they are running to.Yes there are 5 condos per building and a junction box at the end of the building with a green cover. I am not even sure I can get into it but the guy took literally 2 minutes to do it so I am guessing it would not be that hard to figure out.
I believe most single family homes they put the filters directly up on the line or at least that is what it seems like after searching online.
If you dont have a box it doesnt really do much since most of the good channels are digital.
