Computer help screen reloading

when i scroll down on the internet its not smooth like it should be, its like it has to reload. its like that when i have to move things around also. so it takes a long time to scroll down on the internet and to move things around. it was not like this a while ago, my internet went down and since then its been like that. i think it might be part of the settings? im not sure. please help!! i have a costom PC BTW

Video drivers? Try reinstalling them.

options -> advanced -> enable smooth scrolling

i dont think thats waht ur talking about tho... what browser
