i myself have personally worn basket ball shorts underneath my jeans before, and yes i sag somewhat. so now since they are not "draws"....should i still be fined?

Ima have to walk downtown or around here and take a pic of what they/I am talking about its not like a lil bit of pants out.

Picture the jeans underneath the butt and the underwear at the waist and what do you see....especially if all the person is wearing is a wife beater.
