Coils don't usually short or change resistance. When they burn they cause the cone to bind and you can feel it when moving it with your fingers. An open coil will be obvious on the meter. Applying a tolerance to the reading doesn't mean much.
You cannot read impedance with a multimeter, you can however read DC resistance. DC resistance will always be off of what the actual impedance is, usually a few .10's.
Aka D2's will actually read somewhere around 1.7 depending on atmospheric pressure, temp, etc. D1's will read somewhere between .7 and 1 ohms.
