cheap DMM

I don't see anything...

all you need is VOM (volt-ohm-millammeter).

I bought my big one from Lowe's for $50, I also have a really small one that I use for voltage monitoring of deep cycle batteries on a float charge...I bought that one for twenty bucks.

 
Since I use one on a daily basis I sprung for a Fluke last year. I bought an 88 series. Does everything, with RPM as well. Hands down best meter I have ever owned. Previous to the fluke I had two craftsman meters that worked okay for a while, but then they would start to lose their accuracy and flucuate alot.

 
I picked mine up at RadioShaft for like 15 bucks...

or something around there...
