can you fix rca's?

yeah, strip em back and sodder the wires back together.

They can be fixed, just be sure the ground and center conductors do not touch

Unless you are sitting on a set of $$$$ MIT cables, just order up new ones.

You can fix them by splicing them back together or putting a new plug on. But you need to be a VERY experienced solderer or you'll melt the insulation on the center wire.
