Can Spotify provide files greater than 320kbps MP3? (FLAC, WAV, etc)

There is a Spotify downloader called "Noteburner" which says it can download files in FLAQ and WAV. However, I was told that the maximum quality Spotify provides is 320kbps mp3. So I'm wondering, how can this program provide lossless quality if the source is compressed mp3? Unless, it is just converting an compressed to lossless--which is pointless, and just produces a bulkier replica of the same file, no?
