Can A Bass Knob Turn Bass All the Way Down?

The PAC-LC1 is not a "bass knob" its a gain knob. It controls the RCA voltage from the Headunit to the amp. I would recommend getting one then setting the amp's gain with the knob on max and the bass boost on the amp disconnected and turned off. The knob will then allow for a safe method of tweaking the max volume of the subs. I use one for both my front and sub stage.

I see. All i'm looking for is to lower and higher Bass similar to the Setting "Subwoofer Control" on my head unit.
That is exactly what you can do with LC1, except you need to leave the head unit's subwoofer control on the loudest setting you currently use. LC1 will turn the bass down.
