On IE you go to tools, internet options, connections tab, click LAN settings. Enter that information into the proxy settings section

oh ok cool. but some places limit it. like right now i cant even enter ie's internet settings.

download Firefox and use it. Then you should be able to change it's properties.

The fastet proxy server I have found so far is 65.125.225.210 3128
