there can be shitty cars with clean titles, and there can be salvaged title cars that are better than when they were new

most seized auction lots dont let you start the vehicle for "safety reasons"

There is this thing called a Carfax report. Costs a whole whopping $10 and can save you a lot of headaches.

yea to bad a carfax cant tell you if the engine threw a rod while whoever owned the car was trying to make a drunken escape from a dui checkpoint

No, you're right about that. But whenever you buy a used car you're taking a gamble. Even if you get one that was meticulously maintained with all the service records to prove it, it could turn out to be a POS anyways. Carfax helps you make sure the thing wasn't a flood recovery or a salvage.

I will agree though that some salvage cars are a good buy. If you're not concerned about resale value, and you're the type of person to drive a car 'til the doors fall off (me) a salvage car isn't a bad idea. You save a buttload of cash, and if it was rebuilt the right way, it's gonna be no different than buying a non-salvage car.
