Tuning frequency really doesn't affect power handling, that is box size for the most part.
It does for certain frequencies. I wouldn't fully power a woofer playing a 25hz note when the box is tuned to 37hz. However, I would be more inclined too if the box was tuned at 28hz even if the boxes were both the same size.

Bottomless simply means its suspension limited, as opposed to motor limited. The suspension will bottom out before the motor does. This does not really make it bottomless, as the moniker implies.

Where you should set your SSF will depend on the size of the enclosure, and power fed to the driver. At a 28hz tuning freq (or even 30), it doubtless you'll need a SSF at all, provided you dont enjoy running high powered burps in the sub 20hz range frequently.
