12's for $100 and under can be found, but you start making compromises at that price point. eD Kx's come to mind as a very good choice, but they're hard to find on the used market. '03 ****-cone K's might be an easier choice to find and still kick ***. Eclipse Aluminum 10's can be found for that price. Resonant Engineering RE series drivers also fit that budget.

But yeah...your question is too vague to really give any good answer. Any particular size? Power level? Box size? What are you looking.....sound quality or output?

 
I would say the Pioneer 306C for $60. I've heard 2 in a sealed box very underpowered and it wasn't bad at all for the price. So I could imagine 1 or 2 ported wouldn't be too bad at all.
