Bad Se!

its bugging the heck outa me since theyre brande new and i no i didnt blow them becasue my amp wont even pushem that far.
Stop right there. What's your gain set to? You could of gave them a clipped signal and one of them is half blown now, and the other will blow soon too. Have you hooked up a DMM to it? What's it read?

there is a small dustcap that goes under the full cap on that sub... it could have came unglued and is now bouncing around between the cone and full cap

did the sub still make the noise when you pulled it out of the box?

I cant see the video. But the sound you seem to be describing could be caused by many things. Tinsel slap, bottoming out from over excursion, a broken t-joint (which would cause a circular tattoo on the dustcap), loose spider, leaky box, etc. Almost all of which would be pretty obvious when you ran it free-air. This would seem to indicate the problem is most likely over-excursion, or a problem with the box. Does it only make the noise at high volume? Are the subs in seperate chambers?
