Bad RCA jacks???

Here's my problem: I just hooked up a new amp because I thought my old one had blown a channel; one sub would drive and the other side wouldn't move. If I switch the jacks around, the one that didn't drive before does. So I hooked up the new amp and the same thing is happening. Now I'm wondering if it's the RCA jacks (perhaps one isn't working) or the fact that the AGU fuse on the power wire running to the amp is half torched (one prong is slightly charred and the other is melted). Need help!!!
