so your saying that her actions would have not made her a danger to the public? Im not going to try to understand american law's but Im pretty sure a woman with a ton of PCP who hops into a car and runs from the police while she was detained pretty much sums up danger to the public.

If you dont think she is, pretend you have kids and it was your end of town.

 
they can't hold you on nothing (nothing to charge you with) for more than like 30 minutes.

Thats actually a grey area in the law. there is no real "standard" The cases on this false imprisonment, which is basically what your refering to, state that 2 hours could be fine, but 8 hours is too much. Its really judged on a case by case basis.

That stems from shop owners who would catch shoplifters and detain them til cops got there. I studied in in my Law class, i really enjoyed the class and actually learned something

 
A stop and frisk has nothin to do with this...and the cops can hold onto you for more tan 48 hours if some exigent circumstances exist at the station...but the longer they hold you the better shot you have at suppressing stuff you say.

I think what your refering to is the amount of time they can hold you inside a cell without pressing charges. not the amount of time they can hold you on the side of the road while waiting on a warrant or k9 unit to arrive.
