I have heard of people getting insured at 20 a month on a bike. I would contact a few insurance companies. It will also vary from state to state

Very true. Full Coverage Insurance on sport bikes is ridiculous. It would cost you less to insure a custom built chopper.

Your best bet is to pay cash for an old beater bike and just get liability on it, then insurance shouldn't cost you shit.
