ANL Fuse Holder

I have a question on how to intall this fuse holder

Its a basic Wafel type of ANL Fuse holder

in what order do I put the nuts/washers/fuse?

I will write the description of the items inside the screw area.... Looks like this in writing

Large Bolt

Ring terminal for Wire

Washer

ANL Fuse

Smaller washer that is cut and bent (the guy told me its a lock??? How do i use this??)

Washer

Large bolt

Does this seem fine??

Basically I would like to know what is the point of the lock ... because since its cuz and bent .. it makes the ANL fuse unbalanced!
