amp wont turn on ATTN DB-r!

Ok so I have a problem with my amp.

At first I thought it was the head unit but it turns out its my amp.

One day my head units ground wire just went up in smoke I dunno what caused it. After that I went without a head unit for about 2 months. When we were wiring up the new one we noticed the RCA plugs were setting little tiny sparks wherever you touched.

My friend took a DMM to the RCA inputs on the amp and the top side was sending out 1/4 volt of voltage.

Could the 1/4 voltage my RCA amp was putting out have messed up my head unit which caused my amp to go down?

I DMM the voltage at the amp and with car running it was 14.9 in both dual inputs and was getting a reading with the remote turn on lead. The amp is a RD D9 any help to why it wont turn on?!?! thanks!
