I notice the amps are rated at different watts, most of them have a 12v and a 14.4v. In my 96' dodge neon what voltage would the amp run at. Or do you change it yourself?
You can't change it. It runs at whatever voltage your electrical system is at. With your car off, the electrical system will be around 12V. With the car on, the electrical system will typically be around 13.8V-14.4V, depending on your vehicle.
hey squeak...I got a Stinger SVMB to monitor voltage and the 13.8-14.4V w/car on is at the ALT right? Not at battery, cuz I'm getting 12.7-13V reading on my SVMB. (wired into my 9853)

Everywhere in your electrical system will measure the same. If the power lead at your HU is only reading 12.7-13V with the car on, then either the SVMB isn't accurate, or your vehicle only charges to 13V. Or, your alt is going bad.
