I have tried running the amp with no input signal, only having the power, ground, and remote cables connected. I still get a constant output of 42.4v AC on my multimeter, and that is with the gain all the way down...Also, try swapping your HU, as I know of 1 other incident of a faulty HU, and had the same exact symptoms as you are having

Yup...So the sub is still popping with the RCA's unplugged?
It only pops once when the amp comes on, more of a scratch than a pop, and then the sub draws always down and a second or two later the fuse blows...**** that's odd if it's still popping even with the rca's out. sounds like a ground to me still but it could be something inside ya never know.
