amp recomend 1500 rms at 1 ohm or 4 ohms

ok my buddy who bought my dd9512 wants a amp for it

needs 1500 rms at 1 or 4 ohms

does not want low brand stuff and as solid as he can ge one he has had a lot go bad in the past

his budget it $400 max but he wants to spend less if he can
