amp not turning off

my sisters amp that i just hooked up won't turn off. i tried unplugging the remote wire, thinking that maybe i had it wired to a constant 12V instead of a switched 12V. but it stays on. it'll only go off if you unhook either the power or the ground. i'm thinking that it has to be an internal problem, remote and power bridged somewhere. either way it can't be an install problem could it?
