So I have a Jvc headunit with 2.5v pre outs and a dsp3000 amp with the bass boost flat and Eq flat head unit volume on 38/50 I can turn the amp all the way to full gain on a 50hztest tone at 0db and it doesn't even clip I have to turn the bass boost up to +3 before it clips....... Idk why this is happening what would cause this ?

You gotta determine at what volume your headunit clips. I'm guessing because your HU is 2.5v and your volume has a bit more to go, that would cause you to not clip even at full gain. If I were you, I would look into getting a 4v headunit to improve your output as well as sound quality.

Did you consider using the PAC AmpPRO 4, AP4-CH31? It will connect between factory amp and head unit and allow you to have RCA outputs for the amps.
