can they tell you the "true" rms wattage? or what can they tell you about an amp?

they can give you a rough estimation on actual power. Completely useless unless you're dealing with a very cheap amp that you KNOW prints bogus specs. An amp of reasonable quality will give you a lot more accurate data in their ratings than you can approximate by fuse size.
