Am I right for filing a Paypal dispute in this situation?

I paid someone $100 for his sub box on January 5th and told him to send it either 2-day ground UPS or USPS Priority Mail 2-3 day. I asked him to make sure it was sent ASAP, preferably January 6th. He didn't send it out until January 7th and rather than sending Priority Mail, he sent it Parcel Post. I live in Virginia and he lives in California, so Parcel Post takes 8-10 days according to the USPS website. I specifically said I needed by Wednesday the 12th AT THE LATEST because I have an installation appointment on the 14th and I'm leaving for college very early on the morning of the 15th. I called my local post office this morning and they said the package wouldn't be here until at least January 15th, if not later. So now I really don't have any choice but to pay the shop to make a new box, and I'm stuck with a box that I have no use for because it wasn't sent Priority as was agreed upon. Am I wrong for asking for my money back in this situation?

 
I sent money through Paypal. I'm asking for the money back through Paypal. They're not paying me the money back, they'd be reversing the transaction.

No, but good luck getting them to do anything, or any of the other fraud protection things, I bought a chrome grill for my truck that never arrived, the guy was nice talked to him over phone. So after two months of good faith and phone tag the guy bails on ebay and I never see anything, and cant get ahold of him. Did two months of paypal and ebay emailing/calling and request of money returns, got a response that basically said in too few words ("Sorry, to bad for you")

 
If you file a claim within 30 days of purchase, Paypal will look into it. After 30 days, you're on your own. I learned that one the hard way when UPS lost a package being sent to me that was insured for $300. Paypal said they couldn't do anything since it had been over 30 days, and UPS gave the seller the insurance money and I never saw a penny. Gotta love the system.

true, i knew that, but there is a extension clause that you can act upon do to people doing just that, bullshitting you around for just about a month and then bailing when the paypal time is up, this company is call "square trade", cuz sometimes stuff happens and it may take longer to get something, so you try to trust people nad you get screwed!

 
I've learned over the years to never to trust anyone over the internet that you haven't dealt with before. It would be great if people were trustworthy, but a lot of them aren't. I know the guy tried getting the box out, but that still doesn't help me any if it isn't here.

 
If it was something on paypal's end, then I'm sure you could try and take it up with them. But if you both negotiated that paypal would be the method of payment, then I don't really think there's anything you can do.

I've filed a dispute against paypal before because they tried to take a payment from me on more than one occurance. In the same week, no less. I purchased an amp through a friend, and was short a couple bucks in my checking account to pay him. So... my bank paid him, but I got charged an overage charge. 5 days later, they try and get money from me again, and I don't have enough money so I get charged another overage charge. I *****ed at the paypal lady for a good hour and eventually got $25 from her because she knew I wasn't going to let up.

Seeing as how your case is mostly between you and someone else, I just don't think it's appropriate to file a dispute with paypal, since they really didn't do anything aside from transfer funds.

Paypal wouldn't be giving me the money back. They'd just be transferring the funds from his account back to my account.

 
paypal is usally pretty good when you file a claim with them. i usually have my refund within' 5 days.

however, they may not side with you on this one. the seller has proof of shipment and did ship the item within' 48 hours.

i would negotiate a partial refund with the seller. if you have to ship the box back, it could be expensive.

 
I offered to take $30 of the money back and keep the box to try and re-sell since I'm losing out on the money it would cost me to have the shop build the box (which I'm going to guess costs no less than $150). He didn't really like that idea either. Here's part of the first conversation I had with him:

Now, wouldn't that lead you to believe he was saying $50 for priority? I didn't see anything about Parcel Post in there.
