Advanced Algebra HW Help

I get another try but says this is wrong.
"recall that the eqaution of the line with the slope of 0 has the following form

y=c

in the equation above, c represents a constant, determine the constant to find the equation of the line.
Then it'd be written as f(x)= -3

I just put 0x in there to show that the x value gets bypassed and that the y value is always -3. I haven't done this in a while either, so I guess f(x)= -3 would be the simplest way to write it.
