adding 2 subs for a total of 4, what ohm should i get?

Couldnt think how to word the title right. Basically I want to get lets say 2 twelves and put them on 600 a peice. Then I want to save money upgrade four subs (same subs just adding two more)and a better amp, and put 600 rms to all four. I'd want to do this at one ohm pretty much the whole time to save money. Is is possible to run the first two at 1 ohm, and keep it at one ohm when I upgrade to 4? If so what ohm subs should I be buying.

 
Lets say I got two 15 vvx and ran them off my brz1200 at 1 ohm. Down the line I wanted to add two more and run 600 to each, I won't be able to do it at 1 ohm? What would be my best route if wanted two now and to run four later
