I saw this the other day in Home Depot in the paint aisle... Obviously if nobody has said anything about it it probably is no good, at the same time maybe its not be discovered or used before.

No. According to the website, all it does is add a "popcorn" paint layer. This is meant to help with wave motion, not stop vibration.
