A quick question passive crossovers

My question is, can a "bad" crossover cause a static or whining noise to come out of the speakers?

I had this happening from a bad wiring connection into the crossover. The wiring was secure to the input terminal but the input terminal was loose

I would think it could be possible?

Are you getting engine noise? When you rev the car up does the static/whine get louder? Any amps hooked up?
