9857 Broken Subwoofer Pre-Out?

I have an Alpine 9857 that is fully functional (powers all speakers, has remote turn on signal present) but the subwoofer pre-outs send no signal and display no voltage when tested with a DMM. I don't know if the other pre-outs are functioning or not. The external fuse is not blown. What can I do to diagnose / fix this issue?
