500-700 RMS under $200

A guy that lives in my dorm is re-doing his substage and we are looking at a Phoenix Gold RSD 12" subwoofer, and we are wanting to give it at least 500 watts RMS, preferably 600-700. Anyway, what would be a good quality amp that will deliver this power? He wants to spend less than $200 on the amp.

Also, if anyone has used RSD subs before, what did you think about them?

thanks, i was looking at some hifonics amps, but their prices have gone up in the last month or so, and I have heard mixed reviews on them
