Will cutting that to 12.5"s high be suitable? what if you go 13 would it be any better?

With it being 12.5 inches high, that means the entire enclosure will be 14" when you add in the top and bottom being 1.5 inches total. You said 14" was a max dimension.

In all reality, you will not notice a difference in sound between 2.85 and 3 cubic feet even though you think you might.
