2003 Cavalier Back Up Light Problem

For some reason the back up lights are not turning on any more. I replaced the bulbs cleaned the sockets and checked all the fuses. What could be wrong?

There is actually a recall for that my sis gets the notices all the time for the same car just take it to the dealer and they will fix it for free
