2 15's or 1 18? Suggestions???

I am looking to get two 15"s or one 18", whichever setup would be louder, at about 2000 wrms. Space is of no concern. it is going in my bro's old '84 cougar. I have been looking at RE's. What would you guys suggest? Budget is about 500 dollars.

are the 15's gonna be sealed or ported, 2 15's ported would be badass, maybe 2 eclipse ti's.

2 15's = more cone area.

1 18 = smaller enclosure (generally)

The 2 15's have the capacity to get louder in good installs.
