its supposed to do that...or at least i hope so...or all my cars a broken. should be warming up the car...let it idle for a bit...it will warm up...depending on ur car...it might take a long time...my turbo car stays above 1k when i just turn it on in the morning...let it warm up, it should be fine...if its a rough idle when its warmed up, there thats no good.

it is normal for your car to idle a little bit higher when it is just started in the cold. You should worry if it doesnt (not really, all cars are different.)

As for the idle surging, well welcome to owning a honda. Have you done any throttle body, intake manifold, throttle body bypass (getting rid of the coolant lines that run through the throttle body in order to heat up the intake temerature during cold weather starting. many people bypass this line or get rid of it to keepo intake temeratures down which creates more power.)or anything of that nature in upgrades. this is usually what starts the problem. most people who reply to this will tell you it is a vacum leak, and that may be but probably not. It has to do with the TPS or Throttle Position Sensor. It probably needs adjusting and this can be done with a voltmeter to measure current. i am not sure about the accords on how much current the tps puts out under WOT(wide open throttle) you can adjust it by taking off the throttle body (only do this if you cant reach the tps comfortably.) and using a t25 torx bit. the tps is usually located on the back of the throttle body and has a harness plug on it. the screw will have hex head patterns.
