13w7 resistance

Well, i picked up a used 13w7 this past week and wanted to ohm it all out before i built a box for it and all. It ohms 1.5 on both sides. I wire it up in parallel and it went down to .7, But when i wired it up in series it only went to 1.8. Why is the ohm load so low in parallel. Shouldn't it be 3 ohms?

 
I tested and tested, making sure i got good connections with the meter. and all of the other tests were spot on. But when i wired it up in series and tested it started at 2ohms and then dropped down to 1.8

 
issue was with the gauge i was using.. everything ohmed out fine with a good meter... Now i have a bad voltage drop I have to find that is causing sub to cut out. Redid the ground wire but im thinking that 4gauge wire is not going to be enough with the new amp i just put on it. But my lights are dimming an awful lot too...
