10's or 12's?

First off.. I'd stick with 10's.. particularly if you listen to a wide range of music.. since the amp doesn't have the greatest dampening (control of sub), it will be easier on the amp to control a 10" vs a 12".. and in my honest opinion, 12 subs sometimes isn't enough for some people.. the truth is: YOU WILL ALWAYS WANT MORE BASS NO MATTER HOW MUCH YOU ALREADY HAVE. Its like a drug, but a good one, so I would run 2 to begin with.
If you are running 2 subs, they should be dual 2ohm to get a 2ohm load on your mono amp.

The dual 2ohm will be harder to wire up in a series parallel configuration.. the dual 8ohm subs will need to be run straight parallel.

Yes. Cone size really has nothing to do with upper end extension for subwoofer drivers... and really, anything that you would consider 'high' isn't subwoofer duty anyways... that's where your midbass drivers should come in.

yeah i meant like punchy not high. my bad. my budget is like 250 for subs and 0-200 for an amp. the amp could be new or used i just have to look around. how if power acoustik for an amp?

You could get a greater amount of output and lower range extension if you port the drivers. I would do 12" CVR's or CVX's in a 4 cubic ft. box tuned to 34hz with 60 sq inches of port //content.invisioncic.com/y282845/emoticons/smile.gif.1ebc41e1811405b213edfc4622c41e27.gif

yeah, i know but i dont only listen to rap.

 
Keep in mind too that changing enclosure sizes will also change the power handling too, Kicker says the large deep bass/SPL enclosure for the 12" is for 750 watts, but the smaller compact ported enclosure they have listed at 300 watts.
