I suspect what happened is the journo's just kept parroting the story and nobody actually confirmed the story or did any other research. Nobody else is reporting the DoD admitting to this - AP, etc. Furthermore, the DEI url/redirect appears to exist for all MoH recipients on that website regardless of color. I wouldn't be surprised if a bunch of DEI URLs have been created for other stuff as well.
