Yeah, helicopters follow the same flight rules as airplanes. They are under FAA rule in thr US, except in some very specific areas. The Hudson River near Manhattan is not one of those places. The US is not a combat zone.

There is still no way that Blackhawk should have been lower than 200 feet, flying over an urban area and through the traffic patterns of an airport.
