All it is is EM frequencies, electromagnetic weather modifications and weapons. You can charge parts of the atmosphere with energy tuned to specific frequencies, like energy from a radar station blasting into the sky, and you can make it rain more or push weather systems around where you want them by controlling the aiming of the energy; you can also make severe storms worse with this technology. Beaming the sky with EM energy is more effective with chemtrails, where specifically designed chaff/nanoparticles can be sprayed into the atmosphere and vibrated by specifically tuned EM energy much more effectively than whatever is naturally in the air.
